PRECIPITATION HAS BEEN ABOVE NORMAL. COLD TEMPERATURES AND PERIODS
OF EXCESSIVE PRECIPITATION DURING THE FALL AND WINTER HAS RESULTED
IN LONG TERM SOIL MOISTURE CONTENTS BEING ABOVE NORMAL OVER ALL OF
THE HSA. OVER THE NEXT FIVE DAYS, FROM .50 TO 1 INCH OF RAINFALL IS
EXPECTED OVER ACROSS THE ARKLAMS REGION.


LOWER MISSISSIPPI RIVER BASIN FROM ARKANSAS CITY, AR TO NATCHEZ,

MODERATE TO MAJOR FALLS ARE OCCURRING ALONG THE LOWER OHIO AND LOWER
MISSISSIPPI RIVERS ABOVE HELENA, AR. THE RIVER FROM ARKANSAS CITY TO
